The rural development programme is a tool for promoting sustainable development in the Swedish countryside. The master plan should, for example, give directions for the national interest and describe how it will follow up national and regional targets such as the EU's environmental quality standards. Because the municipality has considerable freedom to formulate the plan in its sole discretion, and that it contains the municipality's political vision, it is also feasible to make a discourse analysis of the plan text.

In discourse analysis, including articles and documents written by Rural Network Working Group on land use planning to be included. The purpose of discourse analysis is to see if there are differences in the way rural areas are described and if there are any flaws in how the designer interprets the rural development programme. Furthermore, the analysis result in tools that are adapted to the standards we create and choose.

The standards we have are being designed based on our values, which differ. The standards, problems and values that are created are not always the only or best way to relate to a concept. It is that this work should take a position in the countryside. And the critical discourse analysis is used not only to examine the texts and discourses, but also to contribute to the debate on the ways and tools we should use for shaping a better society.

Landsbygdsprogrammet är ett verktyg för att främja en hållbar utveckling på den svenska landsbygden. Översiktsplanen ska exempelvis ge anvisningar om riksintressen och beskriva hur kommunen ska följa upp nationella och regionala mål som till exempel EU:s miljökvalitetsnormer. Eftersom kommunen i övrigt har stor frihet att utforma planen efter eget tycke och att den innehåller kommunens politiska vision blir det också görligt att göra en diskursanalys av planens text.I diskursanalysen kommer även artiklar och dokument skrivna av Landsbygdsnätverkets arbetsgrupp för fysisk planering att ingå. Syftet med diskursanalysen är att se om det finns skillnader i hur landsbygden beskrivs och om det finns några brister i hur planeraren tolkar landsbygdsprogrammet. Vidare ska analysen resultera i verktyg som är anpassade till de normerna vi skapar och väljer.De normer vi har konstrueras utifrån våra värderingar, vilka skiljer sig åt. De normer, problem och värderingar som skapas är inte alltid det ända eller lämpligaste sättet att förhålla sig till ett begrepp. Det är det detta arbete ska ta ställning till i fråga om landsbygden. Och den kritiska diskursanalysen används inte bara för att granska texter och diskurser utan också för att för att bidra i diskussionen om vilka sätt och verktyg vi bör använda för forma att bättre samhälle.
