Quality of EIA Reports and integration of findings into decision making process in Kosovo

Abstract [en]

Environmental Impact Assessment (EIA) is a project specific tool, used in many countries, with the aim to reduce the environmental impact of a project at the earliest possible stage during the project cycle, that is, during the planning stage. Some countries are attempting to take EIA by further integrating it into planning mechanisms and expanding its scope to cover sustainable development. In Kosovo, the EIA as a legal tool is quite a newly procedure and initially was introduced on the first Law on Environmental Protection. Although, Kosovo is not a member of EU, the EC Directives on EIA/SEA are fully transposed into these laws. In 2003/2004, was drafted the Administrative Instruction (No. 09/2004) for EIA, while in 2009 the Law on Environmental Impact Assessment (No. 03/L-024) was approved. When it comes to effectiveness, the quality of the EIA report is one the main factors for the overall effectiveness of EIA since the information presented in the report reflects the technical and scientific quality of the EIA. Thus, to assess the quality of EIA reports in Kosovo, the Lee and Colley review package (Lee et al 1999) was used, while for integration of findings into decision-making process have been conducted interviews with decision makers, EIA practitioners, EIA reviewers, environmental inspectors and environmental activists. The results of EIA reports evaluation and analysis of interviews, reveals that Kosovo has good legislation base for EIA, but the practice and effectiveness of EIA is not satisfactory. There is a need for more procedural and professional attention but also political will in order to improve the quality of EIA reports and the overall effectiveness of EIA.
