Re-establish Gender Equality in Planning Law! (Swedish)
Abstract [en]

Due to ongoing modifications of the Swedish Planning and Building Law, the development of gender equality in the law and its preparatory work is examined. Central in the actual law is the overall aim to promote a society of equality. In the preparatory work of the law, however, gender equality is discussed at several places where strategic planning as the main arena for considering gender equality is emphasized. In later modifications of the law, ideas about gender equality as well as a social/human perspective have disappeared and are gradually replaced by phrases regarding the environment and sustainability.

Abstract [sv]

Med anledning av att Plan och bygglagen (PBL) står inför en översyn granskas utvecklingen av jämställdhetsarbetet i relation till planering såsom det kommer till uttryck i lagen och dess förarbeten. Genomgången visar att PBL slår fast att planeringen skall främja jämlika och goda social förhållanden. Förarbetena tar däremot upp frågor kring jämställdhet på flera ställen och betonar bl.a. den översiktliga planeringen som främsta arena för att beakta jämställdheten. Vid efterföljande revideringar av PBL har tankar om jämställdhet successivt fallit bort liksom det sociala/humana perspektivet till förmån för skrivningar kring miljö och hållbarhet.
