Abstract [en]

This report is the third and last working report in a research project with its overall aim to investigate how a gender perspective in strategic planning is expressed, or what it could be. Compulsory strategic planning at the level of the Swedish municipality has been in focus. Empirical data have been collected from practise through a questionnaire to all Swedish municipalities, the analysis of about 20 planning documents together with structured interviews with 20 planners engaged in the topic. In this report the planners view on how the concept gender equality can be realised in planning is thoroughly presented. Different tools, which were developed or asked for, are described and analysed. Furthermore special training programme in gender equality for planners is discussed as well as using alternative ways through study circles and the like to give the planning process another direction. The compilation of collected material takes the shape of a discourse analysis of prevailing planning practises which in turn is developed into a tentative counter discourse. This counter discourse is based on a discussion on how to merge feminist theory and planning theory. A central issue is how the hierarchical relation between strategic planning and detailed planning can be avoided through the use of an everyday life perspective.

Rapporten utgör den tredje och sista arbetsrapporten i ett projekt vars övergripande syfte var ”att utröna hur ett genusperspektiv kommer till uttryck eller skulle kunna komma till uttryck i översiktlig planering”. Den kommunala översiktsplanen har stått i fokus. Empiri hämtats från praktiken genom ett frågeformulär som skickades ut till planansvarige på samtliga svenska kommuner, genomgång av ett tjugotal plandokument samt tematiskt strukturerade samtalsintervjuer med 20 planerare engagerade i ämnet. I denna rapport görs en omfattande redovisning av planerarnas syn på hur begreppet jämställdhet kan förverkligas i planutformningen. Olika verktyg som utvecklats eller efterfrågades beskrivs och analyseras. Dessutom tas speciell utbildning av planerare i ämnet jämställdhet upp liksom användandet av alternativa arbetssätt genom studiecirklar och dylikt för att ge planprocessen en annan inriktning. Sammanställning av insamlat material tar formen av en diskursanalys av rådande planeringspraxis vilken i sin tur utmynnar i en tentativ formulering av en motdiskurs. Denna motdiskurs är baserat på en diskussion om hur man kan skapa ett möte mellan feministisk teori och planerings teori. En central punkt utgör hur den hierarkiska relationen mellan översiktlig planering och detaljplanering kan undvikas med hjälp av vardagslivsperspektivet.
