Abstract [en]

This contribution looks at alternatives in SEA and questions the view that SEA is (or ought to be) a policy-level version of EIA. The contribution briefly presents the case study of the fixed link between Sweden and Denmark, its decision-making process, and discusses some general conclusions drawn from this study to EA and planning. The focus is on the handling of alternatives in SEA. From this perspective, some of the theoretical and empirical difficulties with alternatives in strategic decisions and assessment are identified and discussed. Projects can also be seen as shaping (or strongly influencing) policy formulation, this reinforcing the argument that linear, rational planning is not what de facto happens on the ‘non-project’-level. There are difficulties in the handling of alternatives if SEA is applied as a “clone” of project-EIA.

Genom att titta på alternativ i SMB, ifrågasätts antagandet att SMB är (eller borde vara) en variant av MKB på policynivån. Fallstudien om Öresundsförbindelsen presenteras kortfattat, liksom dess beslutsfattandeprocess. Studien drar allmänna och för miljöbedömning och planering relevanta slutsatser baserat på denna studie. Fokus ligger på hanteringen av alternativ i SMB Utifrån detta perspektiv diskuteras vissa teoretiska och empiriska svårigheter med alternativ i strategiskt beslutsfattande. Projekt kan också ses som att de har en stark påverkan på policy, och genom detta förstärks argumentet att en 'lineär', rationell planering inte är vad som faktiskt sker på 'icke-projekt'-nivån. Det finns svårigheter med hanteringen av alternativ om SMB ses och behandlas som en 'klon' av projekt-MKB. Nyckelord: SMB, planeringsteori, MKB, Öresundsförbindelsen, alternativ, beslutsfattande
