    Abstract [en]

    The aim of this article is to discuss the greatest expansion of vacation housing in Sweden for the period of 1960-1980. In focus are product advertisements related to new vacation houses for sale by producers of prefabricated wooden vacation houses. The empirical exploration is based on a content analysis of all issues of a widespread Swedish lifestyle magazine, published monthly between 1960 and 1980. A limited selection of advertisements is further analyzed from a perspective of discourse analysis. The selected advertisements are telling stories, a basic approach in advertising. As a result of the analysis a number of recurring stories can be constructed; the story of freedom of choice and of modern life, the story of multiple dwelling and of the good life, and of family unity. The stories could be stated to be closely connected to crucial values of the “people’s home”, the core principle of the Swedish welfare state.

    The thesis The Vacation House as a Planning Dilemma deals with how the processes that generate meaning in space proceed in parallel both in everyday life and in the planning realm. Multiple dwelling, or having two homes, can be seen as a dilemma—one in which the planning system’s attempts to conquer an unruly reality conflicts with the ways people live. The vacation house phenomenon is not a neutral concept, but rather influences and is influenced by a variety of contexts. This ambiguity is problematic for practitioners of spatial planning, a field that strives for unequivocal concepts. My interest is primarily directed at the relationship between the intentions in Swedish legislation and their practical application in planning. These legislative and planning spheres are also influenced by what actually happens in a physical space and by the conceptions we have of the life to be lived in it. The purpose of the thesis is to create the conditions for a discussion of how a planning dilemma like multiple dwelling can be understood based on how the various actors in a space create meaning and on the internal competition among them for the preferential right of interpretation over concepts. The thesis actualizes several scientific issues for us to address: How is the concept of multiple dwelling contextualized in material space? How does the housing market portray conceptions of vacation living? How do municipal planners view having two homes? How do environmental and urban planning laws view multiple dwelling? I use Henri Lefebvre’s three-part dialectic of spatial theory in this thesis as a tool for general classification, to analyze spatial processes over time, and to clarify the relationships between the different elements of a space and different actors’ actions in a space. The focus of my analysis of the field of planning is the various kinds of representations made by experts. My analysis of such constructions is conducted at the level of discourse. In order to understand how such spatial representations are constructed and how they compete with one another, I have taken a discourse analytical perspective inspired by Ernesto Laclau and Chantal Mouffe. The results of my thesis have shown that problem solutions lead to different planning constructions depending on the underlying conception of the vacation house, whether the vacation house is conceived as the Other Home or the secondary home. My analyses have shown that modernism’s striving for systematization and functional separation doesn’t work, at least as applied to housing. We must question the premise of functionally distinguishing between housing forms as a means to conserving natural resources.

    Artikeln behandlar ett studentstyrt litteraturseminarium i en obligatorisk planeringskurs på mastersprogrammet Fysisk Planering på Blekinge Tekniska Högskola. Under kursens litteraturseminarium diskuterar studenter och lärare landskapet utifrån olika teoretiska och rumsliga aspekter. Genom att läraren använder artiklar som kan bryta delvis olika synsätt mot varandra är avsikten att ge studenterna möjlighet att öva upp sin förmåga till teoretiskt tänkande och att kritiskt granska framställningar av rummet. Studenterna utser i förväg ordförande och sekreterare för varje diskussionsgrupp och förbereder genom att skriva egna diskussionsfrågor. Läraren intar i diskussionen positionen som en i gruppen och begär liksom studenterna ordet av studenten som är ordförande. Avsikten är att ge förutsättningar för ett demokratiskt samtal och att ge möjligheter till ett balanserat talutrymme för såväl kvinnliga som manliga studenter.

    Artikeln behandlar en alternativ examinationsform i en obligatorisk kurs i juridik på masterprogrammet i Fysisk Planering vid Blekinge Tekniska Högskola. Ett avslutande "offentligt" grupprov har ersatt en tidigare salstenta i kursen. Genom förändringen har examinationens genomförande också fått funktionen av en inlärningssituation. Studenterna förbereder teman i grupper. Ett syfte med detta är att underlätta den individuella inläsningen genom att strukturera stoffet. Ett annat syfte är att ge studenterna tillfälle till gemensam diskussion och reflektion även före det avslutande seminariet.

    Abstract [en]

    Construction and building of wooden houses have a long tradition in Sweden. Traditional timber houses built of logs dovetailed at the corners were generally movable since the construction could be understood as a kind of jig-saw puzzle. The use of steam sawmills during the latter half of the nineteen century changed the conditions for the Swedish forest industry. The modern, rational and mass produced wooden houses of the period of 1960 – 1980 as they appear in contemporary advertisements form a sharp contrast to what is often seen as the icon of Swedish second homes, namely the red old cottage, former part of peasant society. These decades also meant the greatest period of expansion of vacation houses in Sweden. The reasons were an enlarged economic space for consumption, a growing middle-class, more time for leisure and an industry capable of producing the commodity for consumption. The flexibility in the construction of prefabrication made it possible to promise solutions that were said to be individually suited, though the products were mass produced and factory made.

    Artikeln behandlar erfarenheter från de tre första omgångarna av kursen Ledning och organisation (15 hp) på masterprogrammet i fysisk planering (120 hp). Lärarlaget består av en lärare från fysisk planering (kursansvarig) och en lärare från industriell ekonomi – ett exempel på samarbete inom fakulteten för teknikvetenskaper på Blekinge Tekniska Högskola. Med denna kurs kan projektledningens teori och praktik behandlas på ett systematiskt sätt i utbildningen. Syftet är att beskriva den högskolepedagogiska ansatsen i kursen och att diskutera om och i så fall hur upplägget kan bidra till studenternas lärande, utifrån målet att studenterna ska vara aktivt kunskapssökande och utveckla sitt kritiska tänkande. Masterprogrammet är en tvåårig utbildning på avancerad nivå som förbereder studenterna för kvalificerad yrkesverksamhet, där projektledning och projektarbete är vanligt förekommande. Ett viktigt pedagogiskt mål är därför att i kursen Ledning och Organisation systematiskt erbjuda fördjupade förutsättningar för studenternas utveckling i att hantera komplexiteten i projektsituationer utifrån det egna professionsfältet. Utgångspunkt för konstruktion av lärsituationer har varit Barnetts teoretiska perspektiv, presenterat i Improving Higher Education från 1992, med målet att utveckla studentens kritiska tänkande genom reflektion. Artikeln beskriver hur de av Barnett beskrivna fyra områdena för att utveckla kritiskt tänkande används i kursen; kommunikativ handling [action], ömsesidigt engagemang [interpersonal engagement], reflektion i handling [reflection-in-action] och kunskapsanvändning [knowledge-in-action]. Barnetts begrepp är en vidareutveckling av Schöns idéer om The reflectictive Practitioner från 1983. Exempel på studentreflektioner under kursens gång illustrerar hur studenterna har reagerat på kursupplägget.

    The aim of this article is to discuss second homes according to legislation, planning practice and effects on environmental sustainability in a Swedish context. The legislation contains special provisions concerning land and water management in certain areas of national interest in their entirety in view of the natural and cultural assets that exist there. Subject to resource conservation regulations, new vacation housing will be limited to infill, with no new land development. There is no such restriction for permanent housing. Spatial theory according to Lefebvre is used to discuss ideas in legislation and spatial planning versus actual development of vacation housing in coastal areas over time. Documents have been analysed from a discourse analytic perspective inspired by Laclau and Mouffe. The legal ambition to separate dwelling forms seems to be unstable and ambiguous. An alternative pragmatic attitude within planning practice has developed and seems to increase according to the study.

    Sweden is nowadays a country of housing shortage and the latest changes of the Planning and Building Act are intended to simplify an increased house-building. The Swedish Parliament thus decided in July 2014 to allow a new type of house; the so called “attefall house”, named after the answerable minister Stefan Attefall. In most cases only an application to the municipality followed by a starting permit from the building committee is needed without involving the neighbours, but in some special cases an ordinary building permit is still needed. The political cause to ease restrictions was to make it easier for house-owners to build and to let rooms in times of housing shortage, especially in the metropolitan areas. The national association of Swedish house-owners thus calculated with 200 000 new possibilities of dwellings for rent. The “attefall house” is however intended for second home use as well as permanent living. According to a questionnaire by the Swedish Television, the number of applications related to independent complementary dwellings, is negligible (totally 19 applications) in the three greatest cities in Sweden; Stockholm, Gothenburg and Malmö during the first year of the reform. The main part of the 5150 approved applications are connected to guest-houses etc. The interest has been topmost in municipalities well-known for large numbers of second homes. The article discusses the outcome in these kinds of coastal areas.
