    Stadsdelar med en utpräglad hållbarhetsprofil planläggs runt om i Sverige och övriga världen, och har haft en stor genomslagskraft sedan millenniumskiftet. Sedan 90-talet har dessa projekt stått högt på den politiska agendan och i Sverige startade satsningen i samband med det gröna folkhemmet då Sverige skulle bli ett föregångsland inom hållbar utveckling. Sedan 1998 har miljontals statliga kronor lagts på hållbara stadsutvecklingsprojekt vilket har lett till att ett flertal stadsdelar bebyggts i Sverige med en utpräglad hållbarhetsprofil varav Västra Hamnen i Malmö med start i Bo01- området, Hammarby Sjöstad i Stockholm och Norra Älvstranden i Göteborg är bland de största pilotprojekten. Det som områdena har gemensamt är att de alla är centralt belägna på industrimark med byggnader av miljövänliga material och diverse ekosystemtjänster finns på området. Stadsdelarna anses hållbara ur ett ekonomisk, ekologisk och socialt perspektiv. En del kritiserar dock dessa stadsdelar för att stärka segregationen i städerna eftersom det enbart är höginkomsttagare som har råd att bo i områdena. Enligt urbanteoretikerna Savage, Ward, Warde och Mayer finns det en trend mot ett samhälle som mer är intresserat av lokala ekonomiska investeringar. Enligt dessa teoretiker beror denna utveckling på globaliseringen, vilket innebär en ökad konkurrens mellan länder och städer om de ekonomiska resurserna. Syftet med denna undersökning är att se hur globaliseringen och den ökade konkurrensen påverkar stadsutvecklingen och urskilja om och/eller hur hållbara stadsdelar är ett utfall av denna nya stadspolitik. Fallstudien grundar sig på Bo01 området i som var starten på den hållbara stadsdelen Västra Hamnen i Malmö. Jag undersöker hur Malmö motiverade Bo01 och hur de hanterade konsekvenserna. Undersökningen grundar sig på material hämtade från översiktsplanen år 2000 och andra plandokument som har varit betydelsefulla vid utarbetandet av visionerna. Plandokumenten har därefter kompletterats av empiriskt material från tidigare forskning och tidningsartiklar. Undersökningen inleds med en beskrivning av Malmös historik och planeringsförutsättningar. Därefter följer en redogörelse för Malmös övergripliga visioner för staden, Västra Hamnen och avslutningsvis Bo01. Genom att börja i ett uppifrån perspektiv ser man att Bo01 var ett strategiskt projekt inför omvandlingen av Malmö från en industristad till en ren och hållbar stad. Genom att locka höginkomsttagare till området kunde man genera staden ekonomisk tillväxt och antagligen gjorde hållbarhetsprofilen denna bekostade satsning legitim. Kommunen är medveten om de sociala konsekvenserna av att satsa på höginkomsttagare men det är desto viktigare, med tanke på konkurrensen från Köpenhamn att satsa på den kreativa klassen som Richard Florida skriver om.

    Towards a Sustainable Maritime Transport Corridor: How Could Security and Safety Help Attain This Goal ?2008Självständigt arbete på avancerad nivå (magisterexamen)Studentuppsats (Examensarbete)
    Abstract [en]

    In a fast moving world where maritime transport corridors play a major role in the movement of people and goods, there are significant sustainability issues with these operations. This paper considers the sustainability of these corridors and the contribution of security and safety measures to achieve sustainability. The research commences with a literature review and practitioner survey on sustainability, security and safety of maritime transport, then develops the analysis using the Framework for Strategic Sustainable Development (FSSD) and causal loop diagrams to analyze and evaluate measures and actions that could lead towards a sustainable maritime transport corridor - education and training, energy alternatives, waste management, dematerialization, efficient land and sea use, standardized operations between ports and community engagement. The Baltic Transport Corridor is used for analysis. Further recommendations are made in order to facilitate the path for future research and study.

    The national spatial planning guidelines and the subsequent legal regulation in the Natural Resources Act and the Environmental Code has been a part of the Swedish planning system for almost 40 years. In the recent years, critics have claimed that the regulations are outdated and does not work the way it was intended. This paper examines closer why it is perceived that the regulations does not work, with a focus on how the national interests are managed in the municipal planning. Why is the national interests not applied in the municipal planning as intended? Is the error in the system or in the implementation of it? The aim of this essay is to study the gap between theory and practice by studying how the land management provisions in the Environmental Code is applied in five selected municipalities. The aim is also to find interesting issues for futher studies of the topic. The problem is specified as the differense between how the legal clauses are applied and how they were intended to be applied. Amongst other aspects, the essay studies how the organisation of the municipality and the political governing affects the practice. Three methods is used. Intervention theory is used to interpret the the Environmental Code’s land management provisions, comparative analysis to identify factors which are likely to affect the municipal planning and qualitative inteview to attain deeper knowledge about how the planning is implemented in the municipalities. The land management provisions of the Environmental Code’s 3 and 4 chapters can be traced directly to the national spatial planning during the 70’s and 80’s. Since the national spatial planning until today, several system models have been used to visualize the procedure and coordination between different public agencies. In chapter 5 an intervention theory is summarized and two new models are created. Chapter 6 descibes how the five selected municipalities have specially accounted for the national interest in the comprehensive plan. Three factors are studied; how the national interests are accounted for in the comprehensive plan; if all land management provisions are accounted for; and if the municipality describes how they intend to protect the national intresets from palpable damage. The study shows that three of the municipalities specially account for the national interests in a seperated chapter or annex. Two of the municipalities acount for all management provisions and three of the municipalites descibes at least one of the protection of the national intrerest in detail. Thus, two of the municipalities are assessed to have a complete knowledge base in the comprehensive plan for continuing working with the national intrerest in detailed planning and building permit processing. (94) 7 In chapter 7 a number of factors which are believed to affect the municipalities way of account for the national interests are compared through comparative analysis. Factors such as population, access to enhanced knowledge base from a national agency and political governance is studied and compared between the municipalities. Chapter 8 presents interviews with officals and politicians in the selected municipalities and county administration. From the interviews a number of interesting topics are detected. A good knowledge and planning base is very important for the municipal planning, and the comprehensive plan is important for the land management provisions to work the way they were intended. Chapter 9 presents the conclusion of the essay. The first conclusion is that there are a lack of guidelines in the municipalities’ comprehensive plans for how to process detailed plans and building permits in areas of national interest. The second conclusion is that some national interests are descibed better than others in the comprehensive plan. The third conclusion is that the couty board is affecting the way the municipalities view the national interests.

    This paper argues that organising spatial planning policies by funding local projects constitutes a steering mode that organises knowledge in such a way that it contributes to displacing “the political” in local spatial planning practice. “The political” is conceptualised as a space of agonistic conflicts and choicemaking (Mouffe 2005a). Such an organisation of knowledge operates to consolidate the initial framing of the problem, in which the goal and the possibility to monitor the goal is in focus, rather than challenging or questioning it in the name of justness and fairness. This is illustrated through an analysis of conceptualisations of knowledge within 127 project applications within the Swedish government's Safe and Gender Equal planning policy (2008–2010), which the National Board of Housing, Building and Planning facilitated in conjunction with the County Administration Boards of Sweden.

    Demanding Certainty: A Critical Examination of Swedish Spatial Planning for Safety.2016Doktorsavhandling, monografi (Övrigt vetenskapligt)
    Abstract [en]

    This dissertation constitutes a critical examination of Swedish spatial planning for safety. Spatial planning for safety rests on a number of assumptions about the desired order of the world. These assumptions appear as given and unproblematic, making the formulation of alternatives appear unnecessary. This dissertation provides an account of how, and on what basis a spatial planning problem such as ‘fear and insecurity’ is formulated and acted upon. It is an account of how and what conceptions of knowledge operate to legitimise ideological representations of spatial planning problems. And furthermore, what these ideological representations of spatial planning problems substantially entail, so as to allow for a political spatial planning practice that formulates and deliberates alternatives. This is carried out by analysing assumptions of public life and knowledge within Swedish spatial planning for safety. 

    This dissertation finds that Swedish spatial planning for safety constitutes ‘certainty’ as a hegemonic criterion for participating in public life, which operates to limit the articulation of alternative discourses in spatial planning for safety. The desired for safe public life is organised based on visual certainty, where the urban fabric should be configured in such ways as to allow for stereotypical visual identifications of one another. Such a public life reflects an individualised practice, where perceptions of fear should be governed by individuals themselves, by independently assessing situations and environments in terms of risks. This individualised conduct is coupled with the fostering of active subjects, which encompasses being engaged in the local residential areas as well as in one another. Such substantial content of ‘planning for safety’ brings about tensions in terms of its ideological legitimating basis, by moving from principles of ‘rights’, where the individual constitutes the first ethical planning subject, to unitary principles of ‘collective values’, in which the ‘community’ constitutes the first ethical planning subject. These presuppositions are further enabled through the ways in which knowledge is conceptualised in spatial planning. This dissertation argues that a hegemonic instrumental emphasis on knowledge in spatial planning prevails. Having such a hegemonic emphasis on knowledge has the implication that even though spatial planning adopts different assumptions, or moves between alternative assumptions of knowledge, the knowledge becomes meaningful only in its instrumental implementation. The instrumental emphasis on knowledge should be regarded in light of the rational and goal-oriented nature of project-based planning, which constitutes a logic that constrains the emphasis on knowledge in spatial planning. This dissertation argues further that if spatial planning should be considered a political practice that debates its goals and values, a politicisation of the emphasis on knowledge in spatial planning is imperative.

    This paper seeks to enable for conceptual resistance towards a desirable urban order of ‘safe public realms’, to which the ‘planning for safety’ directly contributes. One way of engaging in that kind of resistance is by contributing to politicising the system of beliefs informing planning for safety. Planning for safety is primarily legitimised morally as the ethically right thing to do given the identified violation of a human right in the public realm, the right to freely move about in the public environment. By drawing from Mouffean agonistic political theory (2005), there is no given interpretation nor implementation of ethical principles such as human rights, but rather different interpretations given what point of reference one is departing from, and should hence be subjected to political struggle. To conceptually set the arena for choice contributes to politicising phenomena which previously have been legitimised as the right or the (only) natural thing to do. ‘Planning for safety’ should therefore be interpreted resting on specific ideological assumptions of public life which frames both how ‘the human right’ is conceptualised as well as what planning solutions are considered possible.This article seeks to establish alternative conceptualisations of public life, with an aim to make visible how there is not one notion of public life and thereby re-politicise the ideolo-gical premises underpinning ‘safety planning’ and thereby allow for conceptual resistance. This is carried out by establishing a discursive field of public life, a kind of conceptual arena for choice making. The discursive field is represented by four different discourses of public life centred around different ideals such as rational, dramaturgical, conflictual and consensual public life. In this conceptual context, lines of conflict have been discerned based on a thematic of purpose, character, criteria for participation and conception of identities, which have taken the form of agonistic dimensions, from which planning discursively can position itself. This paper argues that we first must agonistically agree on what notion of public life should govern the development of our cities, and thereafter discuss what the consequences would be for planning.

     Urban planning is, in many countries, increasingly becoming intertwined with local climate ambitions, investments in urban attractiveness and “smart city” innovation measures. In the intersection between these trends, urban experimentation has developed as a process where actors are granted action space to test innovations in a collaborative setting. One arena for urban experimentation is urban testbeds. Testbeds are sites of urban development, in which experimentation constitutes an integral part of planning and developing the area. This article introduces the notion of testbed planning as a way to conceptualize planning processes in delimited sites where planning is combined with processes of urban experimentation. We define testbed planning as a multi-actor, collaborative planning process in a delimited area, with the ambition to generate and disseminate learning while simultaneously developing the site. The aim of this article is to explore processes of testbed planning with regard to the role of urban planners. Using an institutional logics perspective we conceptualize planners as navigating between a public sector—and an experimental logic. The public sector logic constitutes the formal structure of “traditional” urban planning, and the experimental logic a collaborative and testing governance structure. Using examples from three Nordic municipalities, this article explores planning roles in experiments with autonomous buses in testbeds. The analysis shows that planners negotiate these logics in three different ways, combining and merging them, separating and moving between them or acting within a conflictual process where the public sector logic dominates.

    [From the introduction] This volume is a special issue with contributions that stem from the collaborations of the 2018 AESOP PhD workshop, held 5-8 July at Tjärö island, Sweden. The overarching aim of the workshop was to establish inclusive spaces for dialogue and collaboration between PhD students across countries and continents on issues that pertained to the AESOP’s 2018 congress theme “Making space for hope”. Furthermore the PhD students got the chance to learn from the invited mentors with long experience from the academic planning field. The theme drew from a recognition of the severe challenges facing the world at present, for example, challenges coupled with the climate crisis, growing social inequalities, rapid population growth in urban regions and de-population trends in peripheral regions.

    Våra städer har under de senaste 100 åren till stor del präglats av bilen(Urry, 2004). Bilismen har påverkat allt från den moderna stadsplaneringens utformning, till hur vi konsumerar, våra boendemönster, arbetsmarknadsre- gionernas utbredning och inte minst dagens fossilberoende och utsläpp av växthusgaser. Traditionellt sett har svensk kommunal planering varit inriktad på att försöka tillgodose en prognostiserad ökad efterfrågan på bilresor, och bilen har varit en given parameter att ta hänsyn till i stadsplaneringen.

    Vi vet idag att en omställning av transportsektorn är avgörande för uppfyllandet av de klimatpolitiska målen och FN:s 2030-mål. Såväl forskare som praktiker har därför framhävt behovet av att öka andelen energieffektiva transportslag som gång, cykel och kollektivtrafik. Med god vilja kan det här betraktas som framväxten av ett nytt mer hållbart paradigm - som förvisso är omstritt - men som istället lyfter fram vikten av ett mer hållbart resande och en planeringspraktik där den privatägda bilen inte står i fokus.

    This article examines the space–time situatedness of residing within extra-care housing (ECH) in Sweden. EHC constitutes an example of ordinary housing but is often categorized, along with senior housing, as “in-between housing.” What differentiates the extra-care housing from the ordinary is an age limit for moving in, the provision of communal facilities, and the presence of staff at certain times each week. Two housings with different environmental and architectural conditions have been analyzed through spatial analyses, observations, and interviews with residents (n = 18). The article concludes that the two different assemblings enabled two very different possibilities for accessing “safe aging.” One offered opportunities for the continuation of identities which contributed to feelings of safety, and one demanded the reconstitution of identities for developing meaning in the new housing.

    Abstract [en]

    Society today faces unprecedented social and environmental challenges that are both complex in nature and require immediate and severe action. The financial system is a complex system that has an important impact on the sustainable development of society. Currently, however, the role of the finance system in sustainability is ambivalent, as it invests both in the causes of the sustainability challenge as well as its potential solutions. As the finance system is a complex system collaboration is needed to make change possible. Relationships are a key component of collaboration, and this research looks closer at how relationship building can enable effective collaboration aimed at finance systems change. Research draws on Literature, and a case study of the Finance Innovation Lab including 19 qualitative interviews. In order to build collaborative relationships for a sustainable finance system the results point to: 1) the importance of the individual being present in the initiative rather than the organization they represent, and the importance of connecting on personal level; 2) the complexity of relationship building, with different processes and key elements interrelating; and 3) collaborative relationships being only one part of systemic transformation, requiring also a diversity of people and a clear structure and common strategy to be effective in achieving their goals.

    Abstract [en]

    Impacts of the Olympic Games on the biosphere and on the communities that host them are significant. Increasing size, scope and costs, rising security concerns, cultural and environmental impacts are some of the key issues facing host cities and those cities bidding or considering bidding for the Olympic Games. One of the ideals of the Olympic Charter is to place sport at the service of the harmonious development of mankind and the three pillars of the Olympic movement are sport, culture and environment. This paper examines the IOC’s options for sustainability in its primary question: In what way could the International Olympic Committee (IOC) contribute to a global movement towards socio-ecological sustainability? The hypothesis that the IOC is an agent for social/cultural and environmental change is explored. The paper uses a principled definition of success for socio-ecological sustainability and presents a vision of a sustainable IOC and Olympic Movement within a sustainable society. From that vision specific IOC strategies along with past, present and short-term future actions are analysed to determine the obstacles and deficiencies in moving the IOC toward complying with scientifically relevant principles for socio-ecological sustainability. Systems thinking is used to identify obstacles and opportunities within the Olympic Movement. These obstacles and opportunities to strategically move the IOC toward sustainability are identified, analysed and discussed. The paper concludes with examples of possible actions the IOC could take to strategically move towards sustainability.

    Abstract [en]

    This thesis aims to investigate what strategic guidance can be given to design transformative ESD (Education for Sustainable Development) programs in order to bring about the necessary shift away from our dominating mechanistic and transmissive educational model towards one that is transformative. ESD programs are of high importance when moving towards a more sustainable society, however, a lack of a strategic, full systems approach for planning in the field of complexity can be observed. This gap can be bridged by the use of the FSSD, the Framework for Strategic Sustainable Development, which is used as a conceptual framework throughout this paper. The field of transformative education was researched by using a mixed-methods approach, revealing what key elements and best practices are present that enable transformation to happen. The Cocoon model presented in this paper is derived from the results and intends to give strategic guidance for program designers on how to create a transformative ESD program. It is a process model that aids program designers to create the space for transformational learning to occur by strategically putting into place the elements that are conducive to transformation.

    Abstract [en]

    The purpose of the present work is to provide a brief survey of the process of urban sprawl. What are its origins, how did it develop and why? Moreover, focus will be on envi-ronmental concerns in the framework of urban sprawl. The thesis concentrates on develop-ments in Europe and North America, where cities can look back on a long history of sprawl, and where processes have become very sophisticated. Based on a detailed description of the origins and history of urban sprawl in Europe and the United States, potentially sprawl-induced effects on the environment will be presented and discussed. In a further step, urban sprawl in two case studies (Stuttgart and Leipzig) will be highlighted and discussed with special focus on environ-mental effects. The purpose in doing so is basically to provide a basis and a starting point for further discussions concerning potential and actual effects of sprawl on environment con-cerns.

    Value assessment of sustainability hotspots in conceptual design: an aerospace study.2014Konferensbidrag (Refereegranskat)
    Abstract [en]

    Nowadays, when designing structural aero-engine components, the engineering team does not only deal with aerodynamics and structural mechanics criteria. Rather, it needs to make more informed decisions based on the value and sustainability contribution of a design concept. This paper proposes a novel approach that combines qualitative sustainability assessment techniques, which are Environmental Impact Assessment (EIA) and Strategic Sustainability Assessment (SSA), with Net Present Value (NPV) analysis to facilitate early stage decision-making in design. A case study, related to the development of a new high-temperature aero-engine component, illustrates how EIA and SSA identify sustainability hotspots for a new product technology, and how NPV is used to assess alternative solution strategies within the hotspot. Within the studied case, the milling process was identified as a sustainability hotspot, therefore two process options - Electro-Chemical Milling (ECM) and Mechanical Milling (MM) - where benchmarked by calculating their NPV in alternative future scenarios, featuring different market and regulatory assumptions. The approach and its constituting models have been preliminarily verified with designers and process owners in co-located industrial workshops.

    Abstract [en]

    This study endeavors to investigate the negative environmental impacts of the prevailing ICT design approaches and to explore some potential remedies for ICT design unsustainability from environmental and corporate sustainability perspectives. More specifically, it aims to spotlight key environmental issues related to ICT design, including resource depletion; GHG emissions resulting from energy-intensive consumption; toxic waste disposal; and hazardous chemicals use; and also to shed light on how alternative design solutions can be devised based on environmental sustainability principles to achieve the goals of sustainable technologies. The study highlights the relationship between ICT design and sustainability and how they can symbiotically affect one another. To achieve the aim of this study, an examination was performed through an extensive literature review covering empirical, theoretical, and critical scholarship. The study draws on a variety of sources to survey the negative environmental impacts of the current mainstream ICT design approach and review the potential remedies for unsustainability of ICT design. For theory, central themes were selected for review given the synergy and integration between them as to the topic under investigation. They include: design issues; design science; design research framework for ICT; sustainability; corporate sustainability; and design and sustainability. Findings highlight the unsustainability of the current mainstream ICT design approach. Key environmental issues for consideration include: resource depletion through extracting huge amounts of material and scarce elements; energy-intensive consumption and GHG emissions, especially from ICT use phase; toxic waste disposal; and hazardous substances use. Potential remedies for ICT design unsustainability include dematerialization as an effective strategy to minimize resources depletion, de-carbonization to cut energy consumption through using efficient energy required over life cycle and renewable energy; recyclability through design with life cycle thinking (LCT) and extending ICT equipment’s operational life through reuse; mitigating hazardous chemicals through green design - low or non-noxious/less hazardous products. As to solving data center dilemma, design solutions vary from hardware and software to technological improvements and adjustments. Furthermore, corporate sustainability can be a strategic model for ICT sector to respond to environmental issues, including those associated with unsustainable ICT design. In the same vein, through adopting corporate sustainability, ICT-enabled organizations can rationalize energy usage to reduce GHG emissions, and thereby alleviating global warming. This study provides a novel approach to sustainable ICT design, highlighting unsustainability of its current mainstream practices. Review of the literature makes an advance on extant reviews of the literature by highlighting the symbiotic relationship between ICT design and environmental sustainability from both research and practice perspectives. This study adds to the body of knowledge and previous endeavours in research of ICT and sustainability. Overall, it endeavours to present contributions and avenues for further theoretical and empirical research and development.

    The study set out to understand and demonstrate the role the ICT sector could play as a critical enabler in the transition and progress towards an energy– efficient, low carbon economy. More specifically, the study of sustaining ICT for sustainability has twofold intent: (2) to investigate the direct footprint of ICT sector and explore how it can be tackled through adopting sustainable design–based solutions; and (2) to highlight the enabling potential of ICT sector to mitigate climate change and massively improve energy efficiency across the economy, identifying and quantifying the global ICT impacts and opportunities in the context of energy and carbon emissions savings. To achieve the aim of this study, a pertinent and extensive literature review covering theoretical, empirical, and critical scholarship was performed to investigate the phenomenon. The study draws on a variety of sources to survey the unsustainability of ICT sector pertaining to energy–intensive consumption and explore potential solutions through espousing environmental design practice, and also to examine the role of ICT in delivering energy–efficient solutions through its products and services. Validity was ensured through using quality academic and industry literature as well as relevant studies carried out by a range of eminent researchers, experts, and stakeholders (i.e. NGOs, research centers). Findings highlight the unsustainability of ICT sector regarding energy– intensive consumption and concomitant GHG emissions associated with its products and services. Of the whole lifecycle, the use phase of ICT is the most critical. Data centers and telecom networks devour energy. Planned obsolescence entrenched in software design shorten upgrade cycle, which makes software utilities a planet killer as to energy consumption. Alternative sustainable design–based solutions entail using renewable energy and most efficient energy required over ICT’s life cycle – de–carbonization strategy. Also, digitization is an effective strategy for ICT sector to slash energy use per unit. To reduce the footprint of data centers and telecom networks, design solutions vary from hardware and software to technological improvements. Designing out built–in obsolescence in software technology is a key factor in the energy equation. As for the enabling role of ICT, the findings are highly illuminating. The ICT sector must step up its efforts in reducing its direct footprint in order to claim a leadership role in an energy–efficient, low carbon economy. Although the ICT sector’s own emissions will increase because of global growing demand for its products and services, the real gains will come from its enabling potential to yield substantial energy efficiency improvements and emissions reductions across the economy. The sheer scale of the climate change challenge presents smart development mitigation opportunities for ICT sector to deliver environmentally sustainable solutions. The largest identified opportunities are: dematerialization; intelligent transport and logistics; intelligent buildings; smart power supply; and efficient industrial processes and systems. This study provides a novel approach into sustainable design in ICT, underlining unsustainable design practices in ICT sector. Review of the literature makes an advance on extant reviews by highlighting the synergic relationship between ICT design, sustainability, and the economy.

    The aim of this research is to examine how Africa can become a socially sustainable society by the year 2030 using a strategic leadership approach with Cameroon as a case study. Using a generic and whole systems view, the study would examine the possibility of a transition from a socially un-sustainable society to sustainable society. The study analyses the current political, economic, social and environmental operations that undermines people’s ability to meet their basic needs. It also highlights some of the strengths and opportunities of the Cameroonian society that can help accelerate this transition. Threats and weaknesses are also identified and corrective measures are proposed. Agriculture and social capacity building amongst others stand out as prominent opportunities which could be use to further strategic progress towards sustainability. The study concludes that, with a well defined vision, it is possible for Cameroon to strategically progress towards a socially sustainable society.

    Both Bangladesh and the Netherlands are the most flood prone countries in two continents Asia and Europe. Bangladesh is known to be highly vulnerable to floods. Frequent floods have put enormous constraints on its development potential. Unfortunately, the frequency of high intensity floods is increasing every year. So far the country has struggled to put a sizeable infrastructure in place to prevent flooding in many parts of the country with limited success. Where, the Netherlands has developed a massive success in their flood management. The paper will represents the present flood management situation of the two countries Bangladesh and the Netherlands and by making comparison of flood management between these two countries, give some recommendation for further flood management. Historically Bangladesh has developed the flood management laws but lack of implementation and continuous inconsistencies of these laws make Bangladesh backward in their flood management, in compare to the Netherlands. Bangladesh has been practicing the construction of earthen flood control embankments is an established practice for protecting people’s lives and homes, agriculture and infrastructures since the beginning of flood management. Where, the Netherlands has developed spatial construction to control flood and different strategies have been implementing to minimize the flood hazards according to their needs. On the basis of overall present situation in Bangladesh, the paper also tried to suggests some solutions to minimize the extent of flood hazards in the long run.

    Abstract: This thesis argues that taking a strategic sustainable development (SSD) approach to conflict resolution in areas of the world in long-term intractable conflict with intermittent violence could support an effective process and lasting outcome. SSD proposes a holistic systems perspective and decision-making framework to address challenges and opportunities at the largest scale, including identifying root causes and drivers of the conflict as well as finding common ground internally and externally. The currently unbalanced dynamics between the two fundaments of sustainability, a robust ecosystem and social fabric, are the basis of deeply unsustainable patterns of behaviour which are often also at the heart of conflicts. Socio-ecological unsustainability can be both a threat, and an opportunity for resolution and social change. The framework offers a proven way of organizing, evaluating and using tools that can aid in dealing with sustainability issues constructively, and evidence is presented to suggest its usage can be extended to conflict issues. This thesis analyzes the links between sustainability, strategic sustainable development and conflict resolution work in the areas of conflict described, and proposes a set of guidelines for approaching conflict resolution with SSD.

    Kompetens är avgörande för många verksamheters resultat. Att hitta lämplig kompetens och utveckla den kan vara en utmaning för många organisationer idag. Säkerhetskritiska organisationer såsom vård, flyget och oljeindustrin är kompetensen en av nycklarna till en säker verksamhet. I många säkerhetskritiska organisationer utgår från problemen i verksmaheten för att förbättra verksamheten. Forskningen visar att det är viktigt att fokusera det som är framgångsrikt i en organisation för att öka säkerheten. Av den anledningen är det av intresse att undersöka hur en framgångsrik lärmiljö ser ut i en säkerhetskritisk organisation. Den här studien syftar till att öka förståelsen kring vad som skapar en bra lärmiljö i en organisation med säkerhetskritisk verksamhet. Studiens syfte och frågeställningar besvarades genom en fallstudie i en framgångsrik organisation som arbetar med ultraljudsdiagnostik. Med hjälp av metodtriangulering med en etnografisk ansats samlades data in genom intervjuer, observationer samt dokumentanalys. Studiens visar att kompetens värderas som något avgörande för verksamheten och att organisationen satsar på lärande. Slutsatsen visar att det finns en stor drivkraft i att hjälpa sina patienter vilket till viss del skapar ett individuellt lärande men att organisationer har potential att utveckla så att lärandet sprids i organisationen.

    Institutional Investors own a large share of publicly traded companies, controlling a significant amount of the economy‟s working capital. These investors currently use little or no sustainability-related information to make their decisions, reinforcing a loop of increasingly unsustainable growth. This paper puts forward a new investment strategy that recognizes true movement towards sustainability and its link with bottom line benefits for investors: Strategic Sustainable Investing (SSI). To achieve this desired future, Institutional Investors must be able to recognize corporations that are strategically leading the transition towards sustainability. An Analysis Tool was developed to help address this need by identifying sectoral Emerging Sustainability Issues (ESI) using a consensus-based scientific definition of sustainability. Once ESIs are identified, companies‟ strategies regarding each issue are assessed. This Tool was scrutinized by a panel of experts in the financial and sustainable development industries, and was tested on three companies within the Unconventional Oil & Gas Sector in Canada. Results confirmed the usefulness of a tool that can recognize which companies are leading the sustainable development agenda, and identified the need for future research on the financial materiality of sustainability-oriented actions.

    Abstract [en]

    This qualitative action research explores integration of Strategic Sustainable Development (SSD) at Inova business incubator (Karlstad, Sweden). Researchers and incubator agreed that planning with sustainability in mind at a very early stage of company development may have important impacts on future business success and societal welfare. The objective was to answer how SSD could be integrated into the processes at Inova and how Inova staff’s and entrepreneurs’ understanding of sustainability demonstrably evolve after exposure to SSD. Apart from general research methods, SSD methods and tools were used with three entrepreneurs and business incubator staff. The Five Level Framework for Planning and Decision-making in complex systems and the Templates for Sustainable Product Development approach were central to the study. Inova staff and entrepreneurs began to develop; an understanding of business’ dependence on and relationship to broader societal and ecological systems; and an ability to use backcasting from the basic socio-ecological principles of sustainability in business planning. In turn they experienced an increased capacity to identify sustainability related business risks and opportunities. A new incubation process integrating SSD was created. Although the outcome is specific to Inova, it is general enough for other assistance organizations to gain insight from. In conclusion, SSD should be integrated as early as possible in the business planning of start up companies. Organizations with a mission of assisting entrepreneurs have an important role to play In further research it is recommended that visionary sustainability leaders are identified and tracked from start up.

    Today, global socio-ecological problems are too complex and urgent for isolated actions, and cross-sector collaboration is increasingly required to generate transformational change towards a sustainable future. Partnerships between businesses and civil society organisations (CSOs) in particular have the potential to achieve the required change for sustainability. However, the ‘backcasting’ approach used in this study highlights a gap between current approaches and what partnerships might look like in a sustainable future. Research draws on literature, eighteen interviews and an action research project with Interface Europe. Results indicate that: 1) in the current paradigm shift, collaboration provides a competitive advantage; 2) individual, organisational and societal benefits of partnering are significant; 3) understanding the art and science of partnering is needed to make them work 4) organisational development and strategy affect partnership type and outcomes; 5) Corporate Social Responsibility efforts initiate cross-sector partnerships, but are responsive and fall short of being strategic; 6) articulation of visions for a sustainable future is rare and; 7) most partnerships are not aligned with core business strategies. In conclusion, dialogue across all sectors is advocated to co-create a sustainable future and The Natural Step Framework is recommended to align business planning and partnership strategies with sustainability.

    Abstract [en]

    Understanding successful community planning and transparently monitoring the process through indicators is essential for empowering communities to move towards a sustainable future. This paper investigates two key categories of indicators: 1) socio-ecological indicators and 2) process indicators. The Framework for Strategic Sustainable Development, the foundation of this research, offers a science-based and principled definition of sustainability, as well as a method for structuring, evaluating and informing the design of indicators. A universally applicable set of community planning process indicators has been devised through ‘backcasting’. First, a list of Success Criteria for an ideal sustainable community planning process was developed. To determine the gaps that require monitoring, general practices in current planning were next assessed against this vision of success. Indicators were then brainstormed to measure closure of the highlighted gaps and movement towards success. Finally, these indicators were evaluated against a comprehensive list of ideal indicator characteristics. In summary, applying whole systems and strategic approaches to identifying and designing indicators can be relevant in any context. Process indicators provide the structure in which to monitor planning at every level and across disciplines so that appropriate socio-ecological indicators can then be derived, while simultaneously ensuring more effective governance.

    The world faces sustainability challenges directly attributable to human behaviour, and expected to irreparably degrade the socio-ecological system. Cartography (mapping) is a diverse planning and communicating discipline used for strategic development of global and local solutions to these challenges. Its flexible yet robust technology can generate common understanding of issues and inspire successful solutions. This thesis studied community mapping, specifically how community mapping practitioners (CMPs) can use community mapping tools (CMTs) more effectively for Strategic Sustainable Development (SSD). Data of current SSD strengths of six CMTs was collected using the Framework for Strategic Sustainable Development (FSSD) and 13 interviews with practitioners. Thirty-six Key Elements (KEs) of guidance for CMPs to use CMTs were developed. A Compass Model was designed to interlink the KEs, in eight interrelated categories, with the ABCD Strategic Planning Process (ABCD). The results suggest that CMPs using CMTs combined with an SSD approach have the potential to create effective solutions towards sustainability.

    How can fossil fuel based public bus transport systems become a sustainable solution for Swedish medium-sized cities?2013Konferensbidrag (Refereegranskat)
    Abstract [en]

    Vehicles, infrastructure, fuel systems and other energy-driven systems that serve public transport are complex with many resource inputs and outputs, and involve many processes. Life Cycle Assessment (LCA) and Life Cycle Costing (LCC) helps analyzing those by quantifying environmental and economic effects, but will not in themselves provide a full systems perspective. Swedish authorities have set ambitious national goals, and many regions targets a 100% increase in public transport by 2020. The medium sized city of Karlskrona (36,000 inhabitants), that is included in this study together with Sundsvall and Jönköping, embraces those goals too. This study analyzes relevant differences between bus solutions, to investigate a change to more sustainable bus propulsion systems. The study zooms down to compare energy carriers (diesel, biodiesel, biogas, and electricity) in different powertrain combinations (combustion engines, electric hybrids, and pure electric). The Framework for Strategic Sustainable Development (FSSD) where principles are defining a sustainable future is used to broaden from a cost and environmentally shortsighted perspective to a long-term sustainability perspective with systems thinking. The Strategic Life Cycle Assessment (SLCA) is first used to give a quick full scope of sustainability challenges in each bus life cycle stage from extraction to end of life. Then LCA and LCC approaches are used to” dig deeper” into prioritized identified challenges. Initial study results suggest that electric drivetrains would be preferable in city buses within the coming decade - both from an economic and a sustainability perspective. It not only lowers emissions and energy usage, but also provides a platform for future promising energy carriers.

    Dagens vägtransporter hjälper människor att berika sina liv genom möjlighet till snabba, flexibla och bekväma resor, samt förbättrad tillgång till varor och tjänster. Dock bidrar dagens vägtransporter till hållbarhets- problem och andra problem såsom klimatpåverkan, buller, barriärer i landskapet och olyckor med dödlig utgång. Det svenska samhället har under de senaste decennierna börjat uppmärksamma de stora hållbarhets- utmaningarna världen står inför. Regeringen har satt mål för växthusgasneutralitet år 2050 och en fossil- oberoende fordonsflotta 2030, samt andra mer närtida miljömål. Tyvärr pekar bl.a. indikatorer i miljömåls- portalen på att de flesta av dessa mål inte kommer att uppfyllas. Samtidigt kommer bebyggda områden att förtätas och vägtransporter förväntas öka. Vägtrafikens negativa påverkan på människors hälsa kommer därför att öka om ingen förändring görs, framförallt i stads- miljö. För att bidra till hållbar utveckling behöver utsläpp från lastbilar, bussar och personbilar minska. Regionala och kommunala organisationer kan bidra till omställningen till hållbarhet bl.a. genom ökade krav på lokaltrafikens fordon så att de blir mer energieffektiva, samt avger mindre luftföroreningar och buller. Bussar med elektrifierad drivlina, som laddas med förnyelsebar ny el, är i dagsläget ett lovande alternativ för en sådan förändring. Ett högt inköpspris för eldrivna fordon är i dagsläget ett hinder i upphandling för kollektivtrafik, men det kan komma att sjunka med ökade försäljnings- volymer och teknisk utveckling, framförallt beträffande batterier. Tidigare studier visar på fördelar för eldrift av bussar i storstadsmiljöer (Stockholm, Göteborg och Malmö). Denna studie syftar till att utreda hållbarhets- implikationer och lönsamheten i att använda bussar med någon form av eldrift i kollektivtrafiken i mellan- stora städer jämfört med dagens bussar som drivs med förbränningsmotorer. Med hjälp av Blekingetrafiken, Jönköpings Länstrafik, Västernorrlands kollektivtrafik- myndighet och Volvo Technology Corporation har författarna gjort fallstudier på utvalda stadsbusslinjer i Karlskrona, Jönköping och Sundsvall. Studien tillämpar metodik för strategisk hållbar utveckling som utvecklas i en internationell vetenskaplig samverkansprocess med Blekinge Tekniska Högskola som koordinerande nod. För att bl.a. undvika suboptimeringar ur ett helhets- perspektiv (förbättringar i en fas som kan ge fler och större problem i andra faser, samt hindra global hållbar utveckling) används strategisk livscykelanalys (SLCA) för att identifiera särskilda analysområden, livscykel- analys (LCA) för kvantifiering av emissioner, och livs- cykelkostnadsanalys (LCC) för beräkning av lönsamhet och konkurrenskraft. Beräkningar baseras på tidigare studier och dessa kom- pletteras och verifieras genom simulering av energi- användning för respektive linje. Författarna har valt att studera energibärare då dessa utgör största skillnaden mellan traditionella fossildrivna bussar och de som drivs med el i någon form. Studien utgår från diesel med 5 % FAME/RME och lokalt producerad förnybar ny el från källor som per år ger mer till nätet än vad som tas ut, exempelvis genom s.k. vindkraftsandelar. Eldrift förekommer i tre varianter varav två är hybrider. Primär drivkälla för elhybrid är förbränningsmotorn, vilket förväntas spara i snitt 33 % energi gentemot en dieseldriven buss. Laddhybrid drivs primärt av elmotor med batterier (laddas internt och externt) samt i andra hand av förbränningsmotor, men kan styras till att bli 100 % eldriven. För att utreda lämpligt biobränsle för dessa studeras lokalt framställd biogas ur hushållsavfall och biodiesel (RME) från lokalt odlad raps. Det senare har ur tillgänglighetssynpunkt valts som bränsle till elhybrid och laddhybrid i denna studie. Slutsatserna från studien är att bussar för stadstrafik i medelstora städer som primärt drivs av el (från lokala vindkraftsandelar) jämfört med dieseldrift är... ... tydligt bättre i alla livscykelfaser beträffande energi- effektivisering och emissioner bidragande till växt- huseffekt, försurning, övergödning, skapande av marknära ozon, och partiklar. Detta trots nyttjande av knappa material som Litium i batterier. Det finns också potential till radikal minskning av ljudnivån på bullriga platser. En elhybrid- eller laddhybrid- buss bör ur miljösynpunkt drivas med biogas. ... enligt ekonomisk nuvärdeskalkyl ekonomiskt kon- kurrenskraftiga när anskaffning av laddinfrastruktur (en extra snabbladdare), fordon, samt underhålls- kostnader (med 1 batteribyte), energianvändning (årlig prisökning med 6 %) inkluderas. Elhybrid är 7 %, laddhybrid 18 % och helt eldriven buss 24 % billigare än dieseldrift i Karlskrona (linje 1/7). Lokalt producerad förnybar ny el ger dessutom nya lokala och regionala arbetstillfällen, vilket kan värderas mer än det gjorts i denna studie. ... om något år ekonomiskt lönsamma för linjer vars sträckning kräver mer än 5 snabbladdningsstationer. Resultaten visar på vissa skillnader mellan de studerade städerna, som till största del beror på utnyttjandegraden av bussar, linjernas karaktär, samt stadens storlek och ventilationsfaktorn. Förbättringar ur miljösynpunkt jämfört med dieseldrift är ganska lika i de studerade städerna, men besparingspotentialen (i kronor) för elhybrid-, laddhybrid och el-drift är störst i Karlskrona.

    GreenCharge Sydost är en sammanslutning av regionförbund, kommuner, landsting och företag medett övergripande syfte att främja införandet av elfordon i främst sydöstra Sverige. Blekinge TekniskaHögskola är huvudman för projektet med ansvar för att driva forskningen, och Miljöfordon Syd attdriva den operativa projektledningen avseende demonstrationer och samverkan med intressenter.Under 2013 gjorde forskningen inom GreenCharge en beräkningsstudie som påvisade att elbussar urett livscykelperspektiv har mycket mindre utsläpp än dagens dieselbussar och totalkostnaden skullekunna bli 25 % lägre över en 8-års period i Karlskrona på linje 1 och 7, 21 % i Jönköping på linje 1och 3, samt 17 % i Sundsvall på linje 2 och 4. Detta gäller under antagande att bussen drivs med nygrön el, att realränteökningen blir 1 % per år samt att energi-pristrender sedan 10 år tillbaka fortsättergälla framöver.. Beräkningsstudien antog också efter simuleringar utifrån befintliga linjer och aktuellavärden från busstillverkare en energianvändning på 1,04 kWh/km för eldrift.

    Small Island Developing States: Using the MSI for Strategic Sustainable Development2011Självständigt arbete på avancerad nivå (magisterexamen)Studentuppsats (Examensarbete)
    Abstract [en]

    This report is aimed at exploring what a Small Island Developing State (SIDS) would need to do in order to strategically use the Mauritius Strategy (MSI) to move their country towards sustainability as defined by the four principles of sustainability. Interviews were conducted with users and experts on the MSI representing various sectors such as governments, intergovernmental organisations and non-governmental organisations. These interviews were combined with document content analysis of key texts in order to identify strengths and necessary improvements of the MSI. A potential "ideal use" of the MSI was created by combining its current strengths and the Framework for Strategic Sustainable Development. This was then compared with the current reality of MSI usage, and gaps between the two were identified. Recommendations were given based on these gaps and on the improvements pointed out in the interviews in order to form a process through which a SIDS government could use the MSI to reach full sustainability.

    The degradation of the ecological and social systems has largely resulted from human activities that deplete natural resources and undermine human needs in society. Traditional business culture, driven mainly by profit maximization, is a factor that has worsened this sustainability challenge. Social enterprises (SEs) are a form of business that hold the potential to help make the transition towards a sustainable society. The purpose of this study is two-fold. First, it explores SE contributions to creating a sustainable social system. Second, it examines how SEs exhibit the dimensions of trustworthiness, leading to trusting relationships in society. Social sustainability principles (SSPs) define social sustainability and are drawn from the Framework for Strategic Sustainable Development. They are used as a foundation for identifying SE contributions. The researchers draw on experiences from social entrepreneurs and experts in the field of social entrepreneurship. SEs contribute at two levels: the individual level and the societal level. They break down barriers to the SSPs and provide opportunities to individuals with respect to the five principles. SEs operate based on a culture of impartiality and create opportunities for meaning for individuals in their target groups. They consistently take leaps of faith, believing in the trustworthiness of those who are otherwise deemed untrustworthy.

    Leverage Points for Effective Cross-Sector Collaboration in Eco-municipalities: Looking at Eindhoven Case Study2013Självständigt arbete på avancerad nivå (magisterexamen)Studentuppsats (Examensarbete)
    Abstract [en]

    There is an increasing acknowledgement in Eco-municipalities – cities using the Framework for Strategic Sustainable Development (FSSD) as a tool for their planning process – of the need for Cross-Sector Collaboration, but the necessary expertise is often lacking. The purpose of this study is to better understand effective CSC in Eco-municipalities through indicating potential leverage points and inform the use of the FSSD in this specific context. An 'effective CSC' lens is constructed from general CSC literature and documents from Eco-municipalities. 187 barriers and enablers to effective cross-sector collaboration are identified from interviews with experts and interviews from the In-depth Case Study in the city of Eindhoven. An 'Importance Index' defined by alignment with Lens Factors is developed to select key indicators. These key indicators are clustered into 45 potential leverage points for effective CSC in Eco-municipalities. The use of these potential leverage points is checked in an In-depth Case Study through a Causal Loop Diagram in which nine leverage points were identified. Interrelations between these leverage points, unexpected results and methodology are discussed, conclusions are drawn, and further research is suggested.

    Leveraging a More Sustainable Global Agricultural System: Improving Multinational Organizations' Capacities to Procure2013Självständigt arbete på avancerad nivå (magisterexamen)Studentuppsats (Examensarbete)

    The procurement of agricultural commodities by multinational organizations has been identified as a leverage point for moving the global agricultural system towards sustainability. This study focuses on how multinational organizations can improve their capacities to procure more sustainably grown agriculture commodities. Using the Framework for Strategic Sustainable Development (FSSD) to create a theoretical ‘Ideal Case’ for procurement practices, this study analyzes the key strengths and weaknesses of existing practices surrounding the procurement of agricultural commodities in order to determine how they can improve. Interviews with four multinational corporations, one INGO and several experts in the field showed various weaknesses, including a lack of whole-system perspectives, inadequate definitions of sustainability, and weak strategies and tools to support organizations’ movements towards sustainability. Using these findings, recommendations were created to provide procurers, sourcing managers, supply chain managers, and sustainability managers with the necessary guidance to create conditions enabling the procurement of more sustainably grown agricultural commodities. The recommendations call for multi-stakeholder cooperation, increased use of impact assessments, long-term sustainability goals, and credible certification systems.

    Abstract [en]

    Efforts to reduce negative impacts from consumption and production include voluntary market-based initiatives. Examples are the concept of eco-labelling and the concept of green procurement. These have emerged as policy instruments with great potentials to steer product innovation and purchasing decisions in a sustainable direction. This potential has been recognized by the United Nations, the European Union, the Organization for Economic Cooperation and Development and national governments through, e.g., various programmes and schemes. The aim of this thesis is to assess current criteria development processes within eco-labelling and green procurement from a strategic sustainability perspective and to describe possible improvement potentials from such a perspective to make these instruments more supportive of sustainable product and service innovation. A previously published framework for strategic sustainable development, including a definition of sustainability and generic guidelines to inform strategies towards sustainability, is adapted and used for this purpose. Criteria development processes in two Swedish eco-labelling programmes and at a governmental expert body for green procurement are studied. This includes interviews with criteria developers, studies of process documents and a case study at the governmental expert body for green procurement in which two criteria development processes were shadowed. The result reveals several strengths but also gaps and thus potentials for improvement. The criteria development processes and the resulting criteria mostly concern the current market supply and a selection of current environmental impacts outside the context of long-term objectives. Neither sustainability nor any other clearly defined long-term objective is agreed upon, and the criteria are not structured to support procurers, suppliers and product developers in a systematic and strategic stepwise approach towards sustainability. Recommended improvements include a more thorough sustainability assessment, communication of clearer objectives, broader competence in the criteria development groups and more emphasis on the dialogue and interaction between key actors. This includes an extended view on both the product concept and actors involved. Based on this, a new criteria development prototype is suggested, which aims at widening the scope from some currently known product impacts to the remaining gap to sustainability. During its further development and implementation, the criteria development prototype will be tested in successive iterations of action research together with experienced practitioners within eco-labelling and green procurement.

    To accelerate the transition towards a sustainable society, changes in consumption and production decisions are crucial. Eco-labelling type I is an instrument with a potential to create incentives for changes towards strategic life cycle management along value chains to achieve products that aid society's compliance with sustainability principles. But the mere existence of this instrument is not enough to utilize this potential. In a previous study, applying a Framework for Strategic Sustainable Development as a foundation for the analysis, we have pointed at deficiencies in theory and process of eco-labelling which hamper cohesiveness, transparency and comprehension. In this paper, we present a prototype criteria development process and discuss it in relation to current processes. From this comparison we conclude that the new criteria development process has the potential to support strategic life cycle management

    Integrating a Strategic Sustainability Perspective into Eco-Labelling, Procurement and Supply Chain Management2014Doktorsavhandling, sammanläggning (Övrigt vetenskapligt)

    Maintaining the current course of the global society is threatening the human civilization. The urgency of the situation, understood from empirical research, has caused many researchers to call for more prescriptive research as a necessary supplement, to better support decision making for sustainability. While policymakers need to direct and stimulate sustainable production and consumption through, e.g., legislation and market phenomena such as eco-labelling, business represents a significant proportion of the necessary resources, capabilities and mechanisms for the innovation needed for a transition towards sustainability. However, while businesses more and more realize the self-interest in working proactively with sustainability, there is a desire for better support for how to do this also from this end. Such support needs to consider a significant shift going on in business; that individual businesses tend to no longer compete as autonomous entities, but rather as supply chains. Thus, no company is more sustainable than its supply chain partners. Therefore, sustainable supply chain management (SSCM) as a business function, and sustainable procurement as a subset thereof, plays an increasingly pivotal role for sustainable development. The overall aim of this thesis is to contribute to sustainable development by studying how three phenomena; eco-labelling, procurement and supply chain management are related to each other and to a strategic sustainability perspective, and to suggest how these phenomena can be integrated with such a perspective to provide better support for decision making and innovation for sustainability. For this purpose, a framework for strategic sustainable development, including a definition of sustainability and generic guidelines to inform stepwise strategic plans towards sustainability, is used as a foundational methodology. The development of new approaches is also based on case studies with eco-labelling and sustainable public procurement bodies, businesses and public institutions. Information is collected by shadowing of criteria development and collaboration processes, interviews and literature studies. While the findings point to a clear rational for all of the phenomena and several strengths in existing schemes and practices, the findings also point to several shortcomings. Sustainability is not defined, and as a result, there is no foundation for strategic and proactive approaches. Furthermore, decisions are not based on considerations of all dimensions of sustainability, the whole life cycle of products, all relevant stakeholders and a long-term perspective. As a result, the full potential of these phenomena for contributing to sustainable development is not utilized. This thesis prescribes enhanced processes for eco-labelling, sustainable procurement and SSCM, and shows how these can support organisations in developing from reacting individually on known sustainability-related problems to acting proactively and collaboratively in supply chains, in a coordinated and economically viable way, on society’s remaining gap to the full scope of ecological and social sustainability.

    Abstract [en]

    Current patterns of production and consumption need to change and they need to do so radically. For this shift sustainability-oriented product-services are highly potential contributors. Product-services have been described as a market proposition that extends the functionality of a product beyond the traditional view by inclusion of additional services into the product-service system. From a producer perspective this opens up for a differentiation from competitors and thereby for strategic market opportunities. For the customer this means the possibility to be released from responsibilities linked to asset ownership, more differentiated options and increased function availability .For society at large it means the possibility to gain sustainability achievements. However, the market adoption of product-services or functional products brings with it significant challenges. The demand side is still hesitant to ownerless consumption and the supply side faces economical and company culture-related challenges. The challenges also include customer-related challenges and the development of product-services will require joint efforts of a number of actors along the value chain, actors that traditionally have been outside the buyer-seller relationship. Product-services need to be developed on a case-by-case basis and involve the users perspective from initial need phase until end-of-life in a collaborative process that is not practice today. This paper explores the strategic position of a procurer in this development. It aims at providing guidelines for procurement processes on how to successively and systematically utilize its potential as drivers for sustainability-oriented product-service solutions. Three procurement cases are studied for which a movement from a traditional product-oriented process to a functional-oriented process was the selection criteria. These cases were used to gain a deepened understanding of drivers and barriers for function-oriented procurement processes. A template for sustainable product development is used as a base for the development. The result from the cases is used to adapt the guidelines to current procurement processes and to meet the procurers where they are today.

    To turn current patterns of consumption and production in a sustainable direction, solid and understandable market information on the socio-ecological performance of products is needed. Eco-labelling programmes have an important role in this communication. The aim of this study is to investigate what gaps there may be in the current criteria development processes in relation to a strategic sustainability perspective and develop recommendations on how such presumptive gaps could be bridged. First a previously published generic framework for strategic sustainable development is described and applied for the assessment of two eco-labelling programmes. Data for the assessment is collected from literature and in semi-structured interviews and discussions with eco-labelling experts. The assessment revealed that the programmes lack both an operational definition of sustainability, and a statement of objectives to direct and drive the criteria development processes. Consequently they also lack guidelines for how product category criteria might gradually develop in any direction. The selected criteria mainly reflect the current reality based on a selection of negative impacts in ecosystems, but how this selection, or prioritization, is made is not clearly presented. Finally, there are no guidelines to ensure that the criteria developers represent a broad enough competence to embrace all essential sustainability aspects. In conclusion the results point at deficiencies in theory, process and practice of eco-labelling, which hampers cohesiveness, transparency and comprehension. And it hampers predictability, as producers get no support in foreseeing how coming revisions of criteria will develop. This represents a lost opportunity for strategic sustainable development. It is suggested that these problems could be avoided by informing the criteria development process by a framework for strategic sustainable development, based on backcasting from basic sustainability principles.

    Abstract [en]

    Green public procurement has emerged as a policy instrument with a significant potential to steer procurers' and producers' decisions in a sustainable direction. The purpose of this study is to assess the process for development of green public procurement criteria at a Swedish governmental expert body from a strategic sustainability perspective, i.e. to identify strengths and weaknesses from such a perspective as a basis for making this process more supportive of sustainable product and service innovation. A previously published framework for strategic sustainable development is used for the assessment. The assessment shows that the criteria development process is transparent, well-documented and that it encourages a high level of participation by the members of the working groups. However, the assessment also points to several weaknesses of the process. These include, e.g., a limited impact perspective and lack of a clear definition of sustainability objectives. The development process therefore results in criteria which mainly concern a selection of current environmental impacts outside the context of long-term objectives and consequently there are no strategies to prepare for future processes. The conclusion is that the current process may result in improvements as regards some known environmental problems, but to allow for a strategic approach that could more significantly promote innovative product-service system solutions in support of sustainable development, process changes are needed. Essential process changes are proposed in this paper.

    Abstract [en]

    In spite of our substantive knowledge about global un-sustainability, insufficient progress is being made to halt systematic socio-ecological decline. Much information is readily available on downstream impacts, with limited focus on upstream activities driving such effects. This thesis uses backcasting from socioecological principles for sustainability to identify major upstream human activities violating these principles, the underlying drivers reinforcing such activities, alternative practices already in use with potential for significant expansion, and emerging opportunities for action across different sectors of society. Results show emerging patterns of high magnitude violations across all four socio-ecological principles indicating nexus points in energy, transportation and agriculture. These activities are reinforced by our societal structure which is designed to meet human needs through a growth paradigm which in turn does not adequately consider the ongoing health of ecosystems or the sustainable functioning of society itself. Shifting to potential solutions, examples focus on themes such as renewable energy, green chemicals, organic agriculture, and self-organising network structures. Recognising that these actions may not be enough, the thesis explores elements of a global vision which could guide progress. Emerging nexus points for societal change include education, information flows (particularly the media), design (as a leverage point), self-organization, and governance.

    Purpose This paper aims to explore a single-institution case study of partnership working between students, the University and Students' Union, through four student-led sustainability projects. The paper analyses the role and value of these partnerships and provides advice for other institutions on effective partnership working between these stakeholders. Design/methodology/approach A single case study of partnership working with multiple embedded units of analysis (four projects) is presented based on reflections of practitioners involved in the projects who have different roles within the University and Students' Union. Findings The longevity and effectiveness of student-led projects, and disciplinary-breadth of students engaged, can be enhanced by greater collaboration with, and integration into, University and Students' Union systems. Partnership working between different stakeholders is key to overcoming challenges and the success of student-led projects, helped by key staff "enablers". These projects provide myriad learning opportunities for developing change agency skills, even where projects are relatively short-lived and could be seen as failures in terms of longevity. Originality/value This paper draws together the experiences and reflections of four practitioners with different roles within the University and Students' Union across four different projects and provides advice to generate student-led sustainability projects which have longevity and impact for wider student populations and future generations of cohorts.

    The natural-step framework is used by over 100 organizations, including many global corporations in Europe and the United States, to provide strategic direction for their sustainability initiatives. The framework is built on the concept of simplicity without reduction. Out of respect for complexity we designed it to provide a compass, a guide for strategic direction. The framework consists of a backcasting planning process for sustainable development based on four principles (system conditions) for sustainability. The framework does not prescribe detailed actions. Once an organization understands the framework it identifies and specifies the detailed means by which to achieve the strategy, because it knows its business best. The steps in the planning process are understanding and discussing the system conditions for sustainability, describing and discussing how the company relates to the system conditions in today's situation, creating a vision of how the company will fulfill its customers' needs in the futur e while complying with the system conditions, and specifying a program of actions that will take the company from today's situation to the future vision.
