Municipal responsibilities in strategic housing provision planning: to accommodate, support and facilitate

Abstract [en]

Swedish municipalities are obliged to formulate housing provision policies in housing programs, as part of municipal strategic planning. This article explores how municipalities interpret this responsibility. We analyze housing provision programs by drawing from prospective responsibility and policy analysis. Our analysis shows three different prospective responsibilities in the municipality’s production of housing provision responsibility. The results show that municipalities take actions by different means, leading to ambiguities and inequalities in housing provision planning. © 2022 The Author(s).
