Vi lever idag i en värld som premierar utbyte och samverkan mellan aktörer för att lösa de stora och svåra problemen som finns. Det är ett faktum som går att läsa sig till. Men tankarna om vikten av samverkan kommer också från tron på viet, som är starkare än jaget. Den här masteruppsatsen syftar till att utreda samverkansprocesser för att försöka utröna varför samverkan ibland är välfungerande och ibland frustrerande och ineffektiv. Fallet är klimatanpassning, en avgörande fråga för vår tid och ett växande forsknings- och utvecklingsområde i fysisk planering. Med utgångspunkt i teorin om samverkan designas forskningen som en fallstudie där Gävle och Sundsvalls kommuner granskats. Dokument för de olika kommunerna är analyserade samtidigt som flera olika tjänstepersoner med olika roller, ansvar och förhållanden till just samverkan och klimatanpassning är intervjuade, dels från den kommunala organisationen, dels från räddningstjänsten. Detta diskuteras utifrån ett analysschema, baserat på tidigare forskning och teorin, vars utgångspunkter är uttalat mål, organisatorisk situation, formella och informella regler, tydligt ledarskap, gränser samt hinder har undanröjts och hanterats. Studiens resultat visar det stora behovet av samverkan. Att kommunerna är helt beroende av den. Det finns vissa faktorer som pekas ut som gör samverkan svårare. I flera fall stavas den pengar. Att sammanfatta metoder och strategier för samverkan inom klimatanpassning är svårt men också det som kommunerna behöver. Det finns alltså fortsatt utvecklingspotential.

We live today in a world that prizes exchange and cooperation between actors to solve the big and difficult problems that exist. It is a fact that can be read. But the thoughts about the importance of cooperation also come from the belief in us, which is stronger than the self. This master's thesis aims to investigate collaboration processes to try to find out why collaboration is sometimes well-functioning and sometimes frustrating and ineffective. The case is climate adaptation, a crucial issue for our time and a growing area of ​​research and development in physical planning. Based on the theory of cooperation, the research is designed as a case study where the municipalities of Gävle and Sundsvall are examined. Documents for the various municipalities are analyzed while several different officials with different roles, responsibilities and relationships to cooperation and climate adaptation are interviewed, partly from the municipal organization, partly from the rescue service. This is discussed based on an analysis scheme, based on previous research and the theory, whose starting points are stated goals, organizational situation, formal and informal rules, clear leadership, boundaries and obstacles have been removed and managed. The study's results show the great need for collaboration. That the municipalities are completely dependent on it. There are certain factors that are pointed out that make collaboration more difficult. In several cases it is spelled money. If there is clear management, goals and visions for the work, collaboration becomes easier. These things are reflected to some extent in the analysis tool, some factors are harder to find there. The conclusions are thus that the developed mechanisms form a good basis for the achievement of well-functioning collaboration, while more is needed for the collaboration to achieve its full potential. Summarizing methods and strategies for cooperation in climate adaptation is difficult, but also what the municipalities need. There is thus continued development potential.
