Abstract [sv]

Denna studie undersöker Malmö kommuns arbete att motverka boendesegregation genom fysisk planering och stadsutveckling. Studien jämför två av Malmös översiktsplaner, 1990 och 2023, med fokus på hur kommunen adresserar inkludering, social sammanhållning och rättvis fördelning av resurser i staden. Syftet med studien har varit att undersöka hur boendesegregation hanteras i den kommunala översiktsplaneringen samt hur detta arbete har förändrats över tid. Studien är en fallstudie med fokus på Malmö kommun. Genom en kvalitativ innehållsanalys granskas översiktsplanernas innehåll utifrån Susan Fainsteins teori om "Den rättvisa staden", med särskilt fokus på rättvisa, demokrati och mångfald. Studiens analys visar att kommunen över tid har gått från en top-down-strategi till ett mer inkluderande och medborgarcentrerat arbetssätt. I den nyare planen betonas vikten av att skapa offentliga mötesplatser, övervinna barriärer och erbjuda bostäder för olika socioekonomiska grupper, vilket främjar samhällsutveckling och integration. Samtidigt belyser studien risker som gentrifiering och bristen på konkreta strategier för implementering. 

Abstract [en]

This study explores Malmö Municipality's efforts to counteract residential segregation through physical planning and urban development. The research compares two of Malmö's comprehensive plans—those from 1990 and 2023—focusing on how the municipality addresses inclusion, social cohesion, and the equitable distribution of resources within the city. The aim of the study is to examine how residential segregation is managed in municipal comprehensive planning and how this approach has evolved over time.

The study is a case study centered on Malmö Municipality. Using a qualitative content analysis, the comprehensive plans are examined through the lens of Susan Fainstein’s theory of The Just City, with particular emphasis on the principles of justice, democracy, and diversity.

The analysis reveals that the municipality has shifted over time from a top-down strategy to a more inclusive and citizen-centered approach. The newer plan emphasizes the importance of creating public meeting spaces, overcoming physical and social barriers, and providing housing for diverse socio-economic groups—measures that support social development and integration. At the same time, the study highlights challenges such as gentrification and the lack of concrete implementation strategies.
